The CEESP issues an economic opinion which it transmits to the Economic Committee for Health Products (CEPS), with the aim of helping to negotiate the price of the products (medicines and medical devices) concerned. The publication of the doctrine is part of the CEESP's desire to explain its approach to the drafting of opinions and to provide the keys to interpreting those opinions, in terms of both cost effectiveness and budgetary impact. It sets out the general framework explaining the range of methodological reservations, the Commission's positions on the various elements of the conclusions and the key messages it wishes to convey to the decision-maker.
