Healthcare Quality and Safety Indicators

Mission

HAS works in conjunction with health professionals, users of the healthcare system and patients to develop health care quality and safety indicators (QSI). The indicators assess the process or the outcome of care. They are set up to be used by healthcare organisations as quality improvement tools.

Objectives and uses

QSIs developed for internal quality management by healthcare organisations are also used:

• in the accreditation program of healthcare organisations;
• for public reporting, on the website Scope Santé;
• to help the reporting and steering of interventional policies at national and regional level;
• as financial incentives for quality improvement programmes.

Method

The validation criterions for process indicators are:

• Clinical relevance
• Feasibility
• Ability to result in healthcare improvement
• Metrologic qualities

In short, healthcare organisations submit requested data via a secure platform. In exchange, they have access to individual and comparative results. National results per indicator are published onto the HAS website and results per organization are published on Scope Sante.
